Which Selma Public Records Stay Open

California law starts with access to identifiable records that an agency already keeps, but each record set has its own keeper and limits. Selma city files do not move through the same desk as a deed, court case, or birth certificate. The table maps the main systems and shows where a web index is only the first channel. “Coverage not stated” means the official source did not publish a reliable starting year, not that older material is lost.

Access does not mean every field appears online. Sealed cases, juvenile and adoption files, protected victim or witness facts, confidential voter data, and some investigative records can be withheld. Motor vehicle personal information has separate federal limits. California Health and Safety Code section 103526 also distinguishes an authorized vital-record copy from an informational one.

Selma Records Custodians and Portals

Jurisdiction drives the first choice. City-created records begin in Selma. Most land, court, and certificate files tied to the city belong to Fresno County offices in Fresno. Statewide copies and searches belong to California agencies. Calling the office that actually created or keeps the file can prevent a broad county request from being rerouted.

The Recorder’s recorded-documents page now directs visitors to Van Ness Avenue rather than the former Hall of Records location. It also notes free customer parking. The County Clerk uses appointments for its marriage-license, fictitious-business-name, notary, and related services.

Search Selma Recorder Records

Fresno County’s Tyler Self-Service portal is the online door to recorded deeds, liens, reconveyances, and other official filings. It is protected by a disclaimer and reCAPTCHA. The county recommends a last-name, first-name search. A grantor is a party giving or transferring an interest; a grantee receives it. Search spelling variants because the portal describes its index as a finding aid to the recorded document.

For online copies, select a payment method and save the image with “Download Documents” before leaving the screen. A certified copy is mailed because it needs a live signature and seal. In person, use the second-floor Eagle Recording Kiosk, place the item in the cart, submit the order, then tell staff. Mail orders should include a party name, document type, return address, and any known document number or APN. Send a check or money order, not cash.

Older Selma land research often needs more than a web name search. When the target filing predates 1981, first obtain its book, page, and year from a prior deed, parcel file, library source, or archive reference. Those coordinates let Recorder staff retrieve the right image at the counter or by mail.

Access Selma Court Records

Selma has no separate municipal court record system. Fresno Superior Court holds the county’s civil, criminal, family, probate, small-claims, and traffic cases. Its public portal shows only information open to public view from the court’s case-management system. A portal result is not the whole case file.

A case-index report costs $70. Criminal and traffic reports list the case number, case style or party name, offenses, case type, filing date, status date, and current status. Civil and small-claims reports omit the offense field but include the other listed facts. The court removes Social Security numbers, financial and warrant data, victim and witness facts, date of birth, driver’s-license and government identification numbers, and several demographic fields.

Once an index supplies a case number, the Archives Department can pull a non-confidential file, make copies, and certify requested papers during an in-person visit. Archives also manages microfilmed judgments and older records. Federal matters from the Fresno area use the Eastern District of California and PACER instead of the county portal.

Map Selma Property Records

A Selma mailing address does not by itself prove which agency holds every related file. Fresno County GIS can show parcel boundaries, districts, survey layers, and whether land sits within city limits or in unincorporated county territory. Assessor parcel maps then connect the land to an APN. In an APN such as 007-030-08T, the first three digits identify map book 007 and the next two identify page 03.

The captured notice explains why online address and parcel-number matching was removed effective January 1, 2025 under Government Code section 7928.205. Assessment-roll information can still be viewed in the office or obtained through the county’s roll-data purchase route.

That limit makes property access a geographic sequence: confirm the jurisdiction in GIS, find the APN or map sheet, check assessed-value material, and use the Recorder index for deeds or liens. City permits and code files may then add project-site and permit details. The route is slower than one owner-name box, but it respects the current online privacy boundary.

Order Selma Vital Records

Births, deaths, and marriages recorded in Fresno County can be ordered from the Fresno County Recorder. The California Department of Public Health offers a statewide route. CDPH says its permanent California birth records begin in July 1905. Earlier Fresno County groups are documented through archives, including births from 1873 to 1950, deaths from 1878 to 1950, and marriages from 1856 to 1919.

An authorized certified copy requires an eligible requester under Health and Safety Code section 103526. A mailed birth request uses form VS 111 and, for an authorized copy, a notarized sworn statement. County counter service, CDPH mail, and the state’s electronic order route provide separate channels. An informational copy is marked and cannot serve as an identity document. Divorce decrees belong to Fresno Superior Court, not the Recorder’s certificate counter.

The Fresno County Recorder fee schedule is the official price check before a Selma certificate or document order.

The screenshot matters because 2026 vital-record fees changed: public county copies are listed at $31 for birth, $26 for death, and $19 for marriage. The Recorder warns that orders sent with the wrong fee after January 1, 2026 will be returned or rejected.

Request Selma City Records

City Hall is the correct first stop for council files, local contracts, older permits, code material, and department correspondence that is not exposed through a portal. The Selma City Clerk accepts the city’s form and allows delivery by email or mail. Providing contact details is optional. An anonymous requester must check back on the tenth working day, and the city PDF states a 15-cent-per-page copy charge.

Current permit, planning, and business-license workflows may appear in OpenGov. The eGov Action Line handles service requests, permit requests, dog licensing, business-license questions, and code or nuisance complaints, then assigns a ticket number for later status checks. A portal submission is not always a public search. If a past permit or complaint cannot be found there, describe the address, date range, department, and record type in a City Clerk request.

Selma Police Records follows a separate case-specific route. Report copies can be released after the requester completes the form, presents identification, and pays. Requests may be handled in person or by mail through the Records Division at 2055 Third Street. County Sheriff reports do not belong in the city police file system.

Route Selma County Records Correctly

Fresno County’s general request portal covers many county departments, but it is not a universal intake desk. Recorded documents, vital certificates, military discharge records, fictitious business names, Sheriff files, and case-specific child-support material have specialized routes. Court papers likewise belong with the court portal or Archives rather than the county administrative request queue.

Check Selma Custody Records

Current Fresno County custody information is searched by booking number or by last name with an optional first name. Booking and blotter details can include charges, bond, arresting agency, case number, booking and release dates, and custody location. The Fresno Sheriff Records Unit handles report copies, while Sheriff NextRequest accepts requests for Sheriff records only.

State custody belongs to CDCR’s California Incarcerated Records and Information Search. Results may show a name, CDCR number, age, present location, commitment counties, admission date, and parole-hearing dates or outcomes. California’s Megan’s Law site is a different DOJ database. It shows only legally disclosable registrants, and some entries provide a ZIP code rather than a full home address.

These official tools have firm limits. Not every person or offense appears, and some law-enforcement files can be withheld for investigative, juvenile, victim, medical, confidential-source, or safety reasons. Registry data may be used for lawful public-safety review, never to stalk, threaten, or harass a person.

Compare Selma Record Costs

Fees depend on the product, not just the office. Viewing a recorded document at the Recorder’s office is free. A standard copy costs $1.50 for the first page and 50 cents for each added page; certification adds $1 per document. Credit or debit payment at the in-person Recorder workflow adds $2.50. Fresno Superior Court’s case-index report is a separate $70 product, and court copies follow the court fee schedule.

Some statewide searches remain free. The California State Controller charges no fee to claim unclaimed property and sets no claim deadline after property reaches the state. DCA searches professional licenses by a person, business, license number, board, or license type. Secretary of State bizfile searches business entities and UCC filings, though an online UCC abstract is not a certified complete record. Fresno County’s FBN Lookup searches current and expired fictitious business names by file number or a date range of no more than one year.

The California unclaimed property search is the state’s direct claims channel for Selma names.

The image shows the official entry point, which is also the best way to avoid fee-based claim solicitations. A private notice demanding payment should be checked against the State Controller’s no-fee rule before any response.

Protect Selma Property Records

Fresno County’s Property Owner’s Protection Alert lets an owner register a name or APN and receive an email when a document is recorded under that entry. The alert does not prevent a filing or prove fraud. It gives the owner a prompt to inspect the Official Records Index and contact the Recorder if a new document looks wrong.

The county also recommends keeping the mailing address on file with the Assessor and Tax Collector current. That basic step helps official notices reach the right person. Deed-copy mailers deserve similar care: compare any high private charge with the Recorder’s low statutory copy fees and direct order methods.

Court indexes omit sensitive identifiers, and the Assessor’s 2025 online change limits address and APN matching. Those safeguards explain why a blank web result may reflect a lawful boundary instead of a missing record.

File a Selma Public Records Request

The California Public Records Act, Government Code section 7920.000 et seq., allows any person to ask for identifiable existing agency records unless an exemption applies. Older local forms may still cite the former section 6250 series. An agency generally has ten days to determine whether it holds responsive, disclosable records. Unusual circumstances may add fourteen days to that determination. A denial should be written and state the reason.

1. Name the custodian. Send city records to Selma, general county files to Fresno County, Sheriff files to the Sheriff, court files to the court, and deeds or certificates to their specialized keeper.
2. Check the direct channel. Use the official index, kiosk, department form, or archive process when one exists.
3. Describe existing records. Give a record type, subject, office, address or name, and a sensible date range. Do not ask the agency to create a list or answer questions.

Fresno County states that agencies need not compile, synthesize, summarize, or index data into a new record. A focused request therefore works best. For an old Selma permit, for example, ask for the existing permit file at a named address within a date span. For a deed, skip the general request portal and use the Recorder’s index, kiosk, or mail process.
